Problem

Every developer set up their coding agent differently, with loose keys, no spend limit and no rules for MCP tools.

SPAN 02 // IMPLEMENTATION

Solution

I built @prefeitura-rio/dev-vpop, a distribution of the Pi agent with 8 extensions, 12 engineering skills, 5 subagents and 5 prompts. Model traffic goes through Bifrost with a virtual key per person.

Highlights

Every MCP tool call asks for explicit confirmation.
The reviewer subagent can only run read-only git commands.
Context pruning for tool outputs over 24 KB, cleanup of old sessions and an updater pinned to release SHAs.
Installers for Linux, macOS and Windows, documented on IplanRio's docs portal.
Per-person AI cost queries built on GCP audit logs.

Result
